Texas Global offers various scholarships and financial assistance opportunities to international students enrolled at UT Austin.

Endowed Texas Global Scholarships
Thanks to the generosity of alumni and friends, Texas Global is pleased to offer the following endowed scholarships.
Recipients are required to submit a thank you letter and video upon being awarded the scholarship. Funding will not be applied to recipients' accounts until both are received. Recipients are also expected to attend a reception acknowledging and celebrating endowment donors and scholarship recipients.

Khalid Alhilali Memorial Scholarship (Application open March 1-April 1, 2023)
The Khalid Alhilali Memorial Scholarship is a $2,500 fall 2023 award recognizing an undergraduate international student who received all or part of their preparatory education in the Middle East.
The scholarship is funded by an endowment created by four sisters, including two Longhorn alumnae, in honor of their late father Khalid Abdul Mehdi “Al” Alhilali. Khalid excelled in school from an early age in Baghdad. After completing his undergraduate studies at the Imperial College in London on a full scholarship, he moved to the United States to attend graduate school at the University of California, Los Angeles (UCLA). Alhilali believed in the significance of education to achieving one’s dreams, and in the importance of supporting others as one achieves success. Application Details
The application for the Fall 2023 Khalid Alhilali Memorial Scholarship will be available March 1, 2023.
- The application deadline is April 1, 2023 by 5 pm.
Via the online application, students will be asked to confirm that they received part or all of their preparatory education in the Middle East and provide statements (maximum of 500 words) addressing the following:
- Applicants will provide a short response describing their connection to the Middle East, and how this scholarship will contribute to their education.
- Applicants will state their goals, how this scholarship will help them achieve their goals, and describe the positive effect they wish to have on the world.

The limura Peace Endowed Scholarship (Application open March 1-April 1, 2023)
The Iimura Peace Endowed Scholarship is a $5,000 fall award that recognizes an international student with intent to promote peace in Asia. This award is intended for international undergraduate students from Asia with preference given to students who lived or attended school in East Asia or students who have lived or attended school in Asia.

The application for the fall 2023 Iimura Peace Endowed Scholarship is available March 1, 2023.
- The deadline for the fall 2023 Iimura Peace Endowed Scholarship is April 1, 2023.
In addition to the online application, the following criteria must be met and included with your application to be considered complete:
Applicants will need to provide an Essay of Involvement, 500-1500 words, typed, double-spaced) that addresses all of the following points:
- GPA requirement: undergraduate 2.0 or above and must be in good standing with your academic department.
- Have completed 2 semesters prior to the disbursement of the award.
- Essay of Involvement (500-1500 words, typed, double-spaced that addresses:
- What is your definition of promoting peace in Asia? Give examples.
- What organization/projects have you participated in that promoted peace?
- How do you plan to promote peace in your community based upon your experience here in the U.S.?
Service Project
- Must be willing to complete a service project within one year of receiving the scholarship.
- Service projects will need to be submitted for approval.
- Service projects submitted must promote peace in community, either here in Austin or in your home country.
- After the completed service project, a report must be submitted along with a photo or video.
More details on Service Projects will be given to recipient once awarded.

Jerry D. Wilcox Community Engagement Scholarship (Application open March 1-April 1, 2023)
The Jerry D. Wilcox Community Engagement Scholarship is a $3,500 fall tuition award that recognizes an undergraduate international student who has demonstrated leadership in their undergraduate program through academic achievement; participation in campus and community organizations - particularly in leadership roles, and has made positive contributions to the campus community.

The application for the fall 2023 Jerry D. Wilcox Community Engagement Scholarship will be available March 1, 2023.
- The application deadline is April 1, 2023 by 5 pm.
In addition to the online application, the following criteria must be met and included with your application to be considered complete:
Applicants will need to provide an Essay of Involvement (500-1500 words, typed, double-spaced) that addresses all of the following points:
- Discuss the importance of leadership and community engagement as it relates to your own involvement.
- Describe, with specific examples, the positive impact that your involvement has had on yourself, others, and the community.
- Summarize the significant lessons that you have learned by participating in your listed activities (ex: how your experiences have helped you better understand U.S. culture, how your experiences have impacted the way you view issues in your home country, etc.).

Ethel Loving de Diaz Scholarship (Application open October 1-November 1, 2023)
The Ethel Loving de Diaz Scholarship is a $4,500 spring tuition award that recognizes an international student from Mexico who is working to help fund their education.
This award is intended for international students from Mexico with financial need who can demonstrate how their work experience has helped finance their education. Students who are the first member of their families to attend university are especially encouraged to apply.

The application for the spring 2024 Ethel Loving de Diaz Scholarship award will be available October 1, 2023.
- The deadline for the spring 2024 Ethel Loving de Diaz Scholarship is November 1, 2023.
In addition to the online application, the following documents are required for your application to be considered complete:
- Statement of Purpose: You must provide a typed statement (maximum of 2 pages) that addresses the following points:
- Financial need – indicate need for financial assistance, including any recent changes in your financial situation (e.g. medical bills, loss of sponsorship, etc.)
- Work experience – discuss your work experience and how it has helped you fund your education, as well as developed your character.
- Special documentation (if applicable): Submit evidence that substantiates your financial need. Examples would include letter of termination of a scholarship/loss of sponsorship, medical bills, or written documentation of government restrictions on funds/resources permitted out of your country, etc.

Dr. David Nilsson Scholarship (Application open October 1-November 1, 2023)
The Dr. David Nilsson Scholarship provides a $2,000 tuition award during the spring semester to an undergraduate student who has graduated from a High School in Mexico and demonstrates financial need.
Application Details
The application for the spring 2024 Dr. David Nilsson Scholarship will be available October 1, 2023.
- The deadline for the spring 2024 Nilsson Scholarship is November 1, 2023.
In addition to the online application, the following criteria must be met and included with your application to be considered complete:
- Admitted to UT Austin as an undergraduate student
- Graduated from a high school in Mexico
- Be able to demonstrate financial need
- Maintain a minimum 3.0 GPA for the duration of the award
Priority is given to students who:
- Graduated from a high school in Tejupilco or Querétaro
- Intend on returning to Mexico
- Are not eligible to receive a waiver of the nonresident portion of tuition
- Are not eligible to fill out FAFSA or receive state or federal financial aid

Carlos and Clara Quintanilla Scholarship (Application open October 1-November 1, 2023)
The Carlos and Clara Quintanilla Scholarship is a $5,000 spring tuition award that recognizes an undergraduate international student enrolled in the Cockrell School of Engineering who will return to Mexico and positively impact the Mexican economy. Applicants must have been a resident of Mexico for at least 10 years prior to attending UT and demonstrate financial need.
Application Details
The application will be available for the spring 2024 semester award on October 1, 2023.
- The deadline for the spring 2024 Carlos and Clara Quintanilla Scholarship is November 1, 2023.
In addition to the online application, the following criteria must be met and included with your application to be considered complete:
- Completed Application: All applicable sections of the online application must be completed to be considered.
- Personal Statement: Applicants must provide typed statements that address both of the following:
1. Personal Statement 1 - Financial Need (limit 1 page)
- Describe your financial need. Indicate your source of funding; changes in your financial status since initial enrollment; and how you are maintaining your cost of living. Attach supporting documentation if applicable.
2. Personal Statement 2 - Career Plans (limit 1 page)
- Provide a description of a thoughtful career plan that demonstrates your intent to return to Mexico and how you will contribute to the development of the Mexican economy.

Society of Iranian-American Women for Education Scholarship (Application open October 1-November 1, 2023)
The Society of Iranian-American Women for Education (SIAWE) Scholarship is a $3,500 spring award that recognizes a student of Iranian descent who demonstrates financial need and academic excellence. The award can either be applied towards the spring tuition bill or be paid out as a cash award.
Cash awards are subject to a 14% tax.
Application Details
The application for the spring 2024 Society of Iranian-American Women for Education Scholarship will be available October 1, 2023.
- The deadline for the spring 2024 SIAWE Scholarship is November 1, 2023.
In addition to the online application, the following criteria must be met and included with your application to be considered complete:
- Personal Statement: You must provide a typed statement (minimum 300 words, maximum of 2 pages) that addresses the following points:
- Financial need – indicate need for financial assistance, including any recent changes in your financial situation (e.g. medical bills, loss of sponsorship).
- Career goals - indicate what your future plans are after graduating from UT Austin.
- Bank statements: You must provide copies of your monthly bank statements for the most recent three months, including a statement of deposits and balances. Note: Bank statements should be in English.
- Special documentation (if applicable): Submit evidence of termination of a scholarship, loss of sponsorship, medical bills, or written documentation of government restrictions on funds/resources permitted out of your country that demonstrate financial need.
Additional Texas Global Scholarships
Below are additional scholarships offered through ISSS.

Good Neighbor Scholarship (Application open February 1-March 1, 2023)
The Good Neighbor Scholarship (GNS) provides an exemption of one year's worth of tuition (fall, spring, and summer) to students who were born in and are residents of a nation in the Western Hemisphere (excluding Cuba and the United States). A full list of eligibility requirements, including eligible nations, can be found within the GNS application. The exemption provided by the Good Neighbor Scholarship does not pay for any fees or charges on the tuition bill, such as health insurance, late registration fees, ISSS Support Services fee, etc. The scholarship is administered through ISSS on behalf of the Texas Higher Education Coordinating Board.

The 2023-2024 Good Neighbor Scholarship application will be available February 1, 2023.
- The deadline for the 2023-2024 academic year Good Neighbor Scholarship is March 1, 2023 by 5 pm.
In addition to the online application, the following criteria must be met and included with your application to be considered complete:
- Statement of Purpose: You must provide a typed statement (minimum of 2 pages) that addresses all of the following points:
- Campus and community involvement -Discuss your involvement with student groups, university committees, and/or community involvement/volunteering and how they contribute to your success as a student.
- Academic Goals - Explain your current academic interests and plans after graduation.
- Financial Need - Indicate need for financial assistance, including any recent changes in your financial situation (e.g. medical bills, loss of sponsorship).

International Education Fee Scholarship (Application open March 1-April 1, 2023)
The International Education Fee (IEF) Scholarship was initially established in 1989 by a student referendum. The IEF Scholarship supports scholarships for both incoming international students and outbound students studying abroad.
Application Details
The application for the 2023-2024 International Education Fee Scholarship will be available March 1, 2023.
The International Education Fee Scholarship will be awarded for the 2023/2024 academic year, fall and spring semesters. The scholarship is for current undergraduate international students, and newly admitted (for Fall 2023) international undergraduate students. A full list of eligibility criteria will be available within the application itself.

General ISSS Financial Aid (Application open March 1-April 1, 2023)
The General ISSS Financial Aid award provides $4,000 per semester for the fall and spring semesters and $2,500 in the summer semester in cash assistance* for international students who demonstrate financial need. This is a competitive process as the number of awards allotted per semester is limited. Only international students who have completed at least 2 semesters at UT by the time the award is disbursed are eligible to apply for this award. A full list of eligibility criteria is available within the application itself.
The general financial aid awarded by ISSS does not provide a waiver of the nonresident portion of a student’s tuition & fee bill.
*All cash awards will be automatically applied to any outstanding UT debts upon disbursement. Award amount in excess of debts will be distributed to the student's direct deposit account.
Application Details
The fall 2023 semester application for the General ISSS Financial Aid will be available March 1, 2023.
- The deadline for the 2023 General ISSS Financial Aid award period is April 1, 2023, by 5 pm.
In addition to the online application, the following documents are required for your application to be considered complete:
- 14% of the scholarship will be withheld for tax purposes per U.S. tax law, unless a tax treaty for scholarships is in effect or the recipient is considered a resident alien for tax purposes.
- Recipients will be obligated to file a tax return for the scholarship income earned, but may also receive a tax refund for the amount withheld from the scholarship.
- It is recommended that the recipient applies for a taxpayer identification number if they do not already hold an ITIN or SSN. You will also need a taxpayer identification number in order to claim any applicable tax treaty benefits and to file a tax return to claim any tax refunds due.
- Bank statements: You must provide copies of your monthly bank statements for the most recent three months, including a statement of deposits and balances. Note: Bank statements must be in English.
- Personal Statement: You must provide a typed statement (limit 2 pages) that addresses your financial need. Indicate recent changes in your financial situation (e.g. medical bills, loss of sponsorship), if applicable. Please note: This statement helps in evaluating your needs and qualifications for receiving the award.
- Special documentation if applicable: Submit evidence of termination of a scholarship, loss of sponsorship, medical bills, currency devaluation, or written documentation of government restrictions on funds/resources permitted out of your country.

Tuition Assistance for Mexican Students (Application open March 1-April 1, 2023)
The Tuition Assistance for Mexican Students (TAMS) award provides a waiver of the nonresident portion of a student's tuition bill. The TAMS award is not a cash award. To be eligible for the TAMS award, you must be a citizen and resident of Mexico who demonstrates financial need. Receiving the TAMS award is not guaranteed as the application is competitive due to the limited number of awards.
New & Continuing students who do not currently have a TAMS award
New or continuing students who qualify and do not currently have a TAMS award need to submit an initial TAMS application.
Continuing students who currently have a TAMS award
Current recipients of the TAMS award must submit a TAMS Renewal Application in order to renew their TAMS award for future years. Renewal of the TAMS award is not guaranteed and is dependent on both the amount of awards available and continued demonstration of financial need.

The fall 2023 semester initial application term will be available March 1,2023.
- The deadline for the fall 2023 semester Tuition Assistance for Mexican Students award period is April 1, 2023 by 5 pm.
- The 2023-2024 Renewal TAMS application is available March 1-April 1, 2023 by 5 p.m.
In addition to the online application, the following documents are required for your application to be considered complete:
Bank statements: You must provide copies of your monthly bank statements for the most recent three months, including a statement of deposits and balances. Note: Bank statements must be in English.
Personal Statement: You must provide a typed statement (limit 2 pages) that addresses your financial need. Indicate recent changes in your financial situation (e.g. medical bills, loss of sponsorship), if applicable. Please note: This statement helps in evaluating your needs and qualifications for receiving the award.
Special documentation (if applicable): Submit evidence to substantiate any claims made in your personal statement. Examples can include documentation of termination of a scholarship, loss of sponsorship, medical bills, currency devaluation, or written documentation of government restrictions on funds/resources permitted out of your country.
Outside Scholarships
Listed below are private foundations that offer scholarship or loan opportunities for international students. Most of these opportunities are offered at a nationwide level (they are not specific to UT).

The Institute of International Education (IIE) Western Union Foundation Global Scholarship (Application open now-March 26, 2023)
The Institute of International Education (IIE) Western Union Foundation Global Scholarship Program assists international students at U.S. universities who are in the final or penultimate year of their bachelor's degree program and experiencing financial hardship that may prevent the completion of their studies.
Selected recipients will receive up to $10,000 USD for the 2023-2024 academic year based on the cost of tuition and fees and their demonstrated financial need.
The University of Texas at Austin may nominate up to five students for the IIE: Western Union Foundation Global Scholarship Program. Texas Global will review the applications and submit the nominations to IIE on the student's behalf. IIE will review the nominations and invite students to submit an additional application. Awards will be announced in May.

The 2023-2024 IIE Western Union Foundation Global Scholarship application is now open.
- The deadline for the 2023-2024 IIE Western Union Foundation Global Scholarship is March 26, 2023 by 5 pm.
In addition to the online application, the following criteria must be met and included with your application to be considered complete:
- Include information about your personal financial situation and circumstances
- Be an international student (non-citizen or permanent resident of the country in which they are studying) in their penultimate or final year of studies
- Be enrolled as a full-time undergraduate (bachelor's) degree program for the coming academic year at The University of Texas at Austin

The International Peace Scholarship
The International Peace Scholarship Fund is a program which provides grants-in-aid for selected women from other countries for graduate study in the United States and Canada. An international scholarship program was initiated by P.E.O. in 1949. The P.E.O. International Peace Scholarship Fund was established in 1959. Believing that education is fundamental to world peace and understanding, members of P.E.O. support this program. Leo S. Rowe Pan American Loan Fund
The Leo S. Rowe Pan American Fund is an educational loan program of the Organization of American States (OAS) that helps citizens from Latin America and Caribbean OAS Member States finance their studies or research in accredited universities across the United States by awarding interest-free loans of up to $15,000. The PART Austin University of Texas at Austin Scholarship
The Pan American Round Table (PART) of Austin awards the PART Austin University of Texas as Austin Scholarship to an outstanding Laton American undergraduate student enrolled at The University of Texas at Austin. The scholarship is $2,000. For more information, please see their website.

Other Financial Services
ISSS can also provide additional financial services and support for international students including third-party billing, limited short-term loans, and CENCOEX letters.

Sponsored Student Billing
Texas Global provides third-party billing services to sponsored students. Texas Global will pay for all or part of a sponsored student’s tuition and required fees prior to the university's payment deadline, and will then invoice the student's sponsor to collect payment according to the billing schedule. The student is responsible for any amount not covered by the sponsor. The university charges a sponsored student fee per student, per semester. The fee is billed directly to the sponsor and will be included on the invoice for services rendered, including billing and individualized advising services.

International Wire
Texas Global can accept international wire transfers to pay tuition for students enrolled at the University. Please see the International Wires page for details.
Once the wire has been initiated, the student must email txglobal-internationalwire@austin.utexas.edu. In the email, please include:
- The name and EID of the student
- The amount of the wired amount
- The date sent
This information will be used to claim the wire on the student’s behalf when it arrives at the University’s account. If this information is not included it will be difficult to identify the wire when it arrives which may create a delay in processing your funds.

Tuition and Emergency Cash Loans
There are two types of institutional loans that international students may access through Texas Global in order to temporarily finance their studies:
- Tuition Loan ($4,000 maximum)
- Emergency Cash Loan ($500 maximum)
Eligibility Requirements for Tuition and Emergency Cash Loans
- Must be enrolled full-time (Undergraduate – 12 hrs; Graduate – 9 hrs)*
- Must have a minimum 2.0 GPA if Undergraduate; 3.0 GPA if Graduate
- Must not have any outstanding financial bars
*Note: Accommodations will be made for students enrolled in Dissertation/Thesis/Report, which fall below full-time enrollment.
Special Considerations
- 4% interest will be charged annually per loan.
- Tuition Loans must be paid back to The University within three months of taking out the loan (two months if done during summer semester).
- Emergency Cash Loans must be paid back to the University within one month of taking out the loan.
- Emergency Cash Loans can not be given if less than 30 days are remaining in the current semester.
- Repayment of a Tuition or Emergency Cash Loan can be completed online on the What I Owe page.
- Failure to pay back a Tuition Loan or Emergency Cash Loan by the specified due date will result in a financial bar placed on the student’s record. A financial bar will prevent grades/transcripts/diplomas issuance and registration for classes. The loan will be turned over to a collection agency and a 25% collection fee will be added to the original amount if the financial bar continues to go unpaid.
- Extensions for loan repayment cannot be requested
How to Apply for a Tuition Loan
Tuition Loans are available through Student Accounts Receivable. Note that the maximum an international student may borrow for a tuition loan is $4,000. Additionally, the promissory note for the tuition loan must be signed in person at the Student Accounts Receivable office located in MAI, Room 8. The remainder of the first installment of the tuition bill must be paid at the time of signing the promissory note.
Note: Student must have a High Assurance EID in order to process an online Tuition Loan.
How to Apply for an Emergency Cash Loan
Please email intlfinaid@austin.utexas.edu with your UT EID and the requested amount for up to $500.
